I don't think you can if you're connected to your current location.

i could join online and do everything else but cant buy tickets (using pal wii u)

used to be able to buy jp eShop Card from websites.
but they're shutting the jp eshop, the deadline of topup was August 2022.
the app will end service in June 2023.

if you still have credits in a jp account,
you can still enjoy the game for half a year.

(switch version is rubbish)
