It's just activity LED. You can turn them off in the settings.txt file.
That being said it should stop when you're not accessing the cart.

Edit: it does the same thing on mine in the homebrew launcher but the LEDs stop blinking on the home menu.

019EF00 is "Monster Hunter Generations (Demo)" for Europe, its an eshop game so it won't work on the Sky3DS+.
if you have custom firmware and really want the demo, you can use freeshop to get it (or find the full 3ds version of the game)

This is the reason why your card did that

Basically, the Sky3DS+ can only play retail ROMS. It can't play anything that came from the eshop. As the MH demo is from the eShop, it won't run. You will need to download the full MH game from som where, such as that ISO site.
Just to further explain for OP, retail ROMs are physical cartridges you can buy from a store shelf. If it doesn't exist in a physical cart form, it won't work on Sky3DS. So demos won't work, eShop only titles won't work, and homebrew won't work.

Based on other replies, just delete that .3ds.bad title (which is a demo rom) and you're card will not flash like that. You will have to download the full game if you want to play it on Sky3DS.
