Thanks for replying, it is on the tenth picture of https://zoogie.github.io/web/flipnote_directions/, which is on step 10 of the subsection called 'fedtool' in the guide https://www.cfwaifu.com/3ds-hack-guide/, I am on the latest firmware version of the 3ds, and have a pal new 3ds.
