well yeah of course , pirates are unstoppable , they always find a way to get the games they want , read this and you will know what i mean http://wololo.net/2014/01/23/dumpin...dges-is-now-possible-the-beginning-of-piracy/ .
i don't encourage piracy , but i don't hate it either , for example : if you told someone "the vita has been hacked" , the first thing he/she is going to think of is pirated games right ? i mean who would buy a device that only runs emulators and homebrews ? most people want pirated games because they are used to the psp and we can't deny that , if there was piracy on the vita , the game developers would lose money but the vita sales would increase dramatically , just like what happened with the psp .
actually i am reading this article that Yifan lu wrote and it explains everything , give it a look : http://yifan.lu/2015/06/21/hacking-the-ps-vita/
I'm rather familiar with the Vita's homebrew community. What I was saying is Sony wouldn't support it or push it, but always fight it because they want to make piracy impossible. It never will be, without screwing over legitimate consumers, but it won't stop them from trying their best to lock it down. They lump homebrew and piracy together. Software/Games are their main income from consoles, so just selling the hardware wouldn't be acceptable for them.
