I use to own the botw DLC's legit and then I got cfw after I download the DLC's I then lost my botw game so I archived the game so I had to download the update nsp and DLC's but when I download the update nsp's they are really small they are about 127-500kb and Idk why they are like that because they should be mb not kb

They are probably keys. The DLCs are usually in the updates rather than in the DLC download. For games like Smash, where everyone has to have the same information about every character, whether they bought them or not, it makes sense. For games like BotW, it was probably easier to just include the DLC directly into an update, rather than including them in the DLC download.

Then, you have the case of games like Fantasy Life or Fairy Tails, where the DLCs are already in the game since day 1, but they're obviously milking the game by locking contents behind paywall.

not all of dlc's nsp is small. it depends the different purpose about it.
some ot the dlc is a key to active game contents which hidden in gamecard,
some of it contain a lot of game contents such as voices media or game episode, that's could be bigger size.

In many games, the DLC content is contained within update files because it has to be for the game of players without the DLC to properly continue working. An example would be Smash Bros., where you still need the character models and data of DLC characters in case you match with someone online using that DLC character.
