Hacking Who or what is a patch?

I really dont have any idea how to patch... Or what patch to use for what.
Can somone please direct me to the site where you download a patching program? I have heard of it from somwere. Do you have to patch stuff? what happens if you dont?

But it doesnt tell me what I have to do to patch a rom.

That depends on what you need the patch for.
If its to make a ROM work on a flash cart you need the software for that flash cart such as Supercard software or Supercard Magic Homebrew Patcher.
If its to add a trainer, they are usually in IPS format and you need an IPS patcher.

Back in my day, all we had was SNESTOOL and ips patches. we didn't have these newfangled batch processes!! I applied the DS FF3 patch, and I never even had to open a DOS prompt!
