What system version will the new Pokemon New3ds have?

My 3DS was recently stolen and I am looking to replace it. Need to know if this one will be able to be downgraded back to 9.2? Has it been revealed what system version it will have?

It's highly unlikely that it has 10.4 or 10.5 (at least the first batch). Times are too strict for that.

I asked a question about a system that comes out in two weeks, not years down the line. I would assume that someone has got their hands on one already and maybe there would be some info. My local gamestop said they have had them in stock for about two months now. They are just waiting for Nintendo's release date to sell them. So whatever firmware was out at the time when they got shipped to them. My best guess would be 10.3 or 10.4
