    I remember these elements
    - chibi graphics
    - foreign
    - baby/caveman
    - baby could transform into dinos and other animals
    - platformer

    Chuck Rock 2(with the baby) and Wonderboy isn't for SNES

    Probably Super Bonk but I don't remember him turning into dinos and animals.

    Its not Chuck Rock as that didn't feature a baby and Son of Chuck Rock never came out on the SNES.

    Not Wonderboy either as that was SEGA.
