I use GParted Live CDs as well, it has a lot of file system support. The disk management console in Windows is okay as well, as long as you just want FAT or NTFS

what gparted do i get i am doing to an external hard drive, it shows up as a local disk so would i use the usb one or the hard disk one

i've found that Paragon partition manager is pretty good
