Hacking what is 9.3+ dump?

You're getting too excited.

You can use decrypted backed-up games for Citra. Maybe romhacks. (which might run, without sound and stability, on Citra, not your 3ds)
It's not in any way a legit piracy opportunity.

A backup is the actual file the dump is the process of making the backup from a cartridge.
