Weird Issue Between 2 HDDs and Backup/Restore (Windows 10)

hello. I have two backup hdds with the same files on them. however, each shows a different amount of free space. if I go to properties over several folders on each one (same folders), the space used will be identical; however, if I highlight all of the folders and go to properties, the amount of used space is different. I've gone through each folder, and with each, the space is identical. one of these hdds is fairly new too. there's a difference of about 3GBs btw. is this supposed to happen?

also, when it comes to backup/restore on windows 10 - is it normal for the backup to be quite a bit larger than the actual space used by the computer. mine is about 100GBs larger. also, each time there's an incremental update to the backup, the computer uses up a substantial amount of space. I may run out of space at this point. I only have around 80GBs left. :(
