Hardware Wavebird Receiver Only Works on Fourth Controller Port

The wavebird's receiver works only when plugged into the fourth controller port of my Wii. When I plug it into any other port, the light refuses to turn on and I'm left fiddling with the controller, waiting for something to happen.

Two wired oem GC controllers we have work fine on every controller port.

I'd had a similar problem with a Wavebird on a Gamecube. What fixed it for me somehow was changing the frequency numbers on the remote and controller. Otherwise, I dunno weird.
