There currently is an okay version for DS, and if we could refine it, it could become a great emulator. Another possibility is porting MESS/MAME to the 3ds. You supply your own bios and roms, and you have many emulators (including the supervision) in one

MESS/MAME would be great, but Potator (or PotatorDS) isn't as good, many games don't work properly
