Might. Not be a simple 1/0 flag. You're going to want to fuzzy search it. Turn it on, search, turn it off, search using <>, go do some stuff, like switch screens, run around, search for an equal value, turn it off, search <>, go run around, search for an equal value, etc. Might be hard to narrow down.
I knew Repatch was messing with stuff. What needs to happen is that there needs to be a joint effort between someone on each firmware working on the same codes, so we can find out if there's a definite offset or not.
Because if there is, it would be a lot easier for others to continue working on things once someone has given up/reached the end of their skills.

Mm... I don't think so. You could try, though Delta changed and added a lot of things and did even more with every update. The plugin works on 3.65, 3.67 and 3.68 with the latest update (1.30).
You could just import your save to Delta and benefit from all of the changes and new content it offers, besides the plugins itself. If you are concerned about your trophy list, well, you'd need to find cheats for that version then, as I guess they don't carry over to the Delta version.
Same as above. You can use the soulsd plugin on the english version with the latest update. It works, though it doesn't really break the game (infinite HP and any amount of rank 0 offerings, for example). You could try it.

It's not vitacheat. It's a plugin you copy over to your vita, add it to your config.txt, and activate while in-game by using the combination of buttons stated. This opens up the amphetamin menu, where you can find the options that the plugin offers, like Infinite HP, a one-hit-kill option that works apparently on everything (didn't test that option with enemies as it's actually useless in this game), and the rank 0 offering cheat.

You'll need to find cheats for that version or wait for someone to make codes for it then.
I tried making some Final Fantasy X-2[PCSE00283] codes since I didn't see any around. I'm not really that great at it either, making codes that is.
#1} The Publicity Points gives you 400 points to whichever group you want. 400 is mostly what you need by chapter 5. You can also activate both codes and unlock both shops(which is what you want). So no need to go around the whole game looking for NPC's every chapter and guessing or looking up guides just to see what the right anwsers to say. You also have Publicity levels based on how many points you have, 400 will get you max Publicity level of 5. Don't be alarmed if your P.lvl isn't maxed. The level is capped based on what chapter you're on. ex) Chapter 1 caps you at Publicity level 2.
#2) The Match Making code is pretty much the same as the Publicity. So again, no no need to go around the whole game looking for NPC's every chapter and guessing or looking up guides just to see what the right anwsers are. Both Match Making and Publicity just need to be turned in by chapter 5 once you enter Calm Lands. Just a few things to not have to worry about. So you can just turn the codes on after getting the mission in chapter 1 then turn them off and forget about it until chapter 5.
#3) Death bullet code pretty much does what it saids, it gives you infinite Death bullets(best bullet type) in the Gunner Gauntlet in Besaid in chapter 2 and onward for easy rankings.
4#) The Spherebreak Quota codes gives you enough quota to win in 1 turn. You just need to turn the code on during your turn then try to select a coin or do a coin break or whatever for the change to take affect, then turn the code off(not sure if you can just leave the code on before a match then turn it off, never tried it that way). I made 2 codes because higher difficulty needs different quota but you can just change the end digits to whatever number you want.
I know these probably aren't the ideal codes people would want as I'm finding them as I play(only on chapter 2) but I'm really not that great at finding codes either, so those codes probably need testing from someone else other than me. I tried making a HP code but I just got graphic errors and fidgeting numbers. What I really wanted to make was an AP code but with the way AP works in X-2 and waiting for a certain number to change, after days of hair pulling I gave up. I'm just not that good at looking for something I can't see.

Good job, man. We all start somewhere, and every little bit helps. Like I've said before, the more people trying to make codes, the more we can learn from each other. The Vita is still pretty new territory when it comes to cheat creation, so we all need all the help we can get.
Im currently playing PCSG00488 and PCSG00489 both are Nonpdrm versions and are on latest rePatch, i can search the codes that i need in vitacheat, now the issue here is whenever i save my search codes using L3 up save/export successfully, but then when i go to vitashell to check if they are successfully created @ db folder the folder is empty!, already tried rebuilding database to fix the issue but still it doesn't create the .psv file permanently in the folder, other games are fine but not with PCSG00488 and PCSG00489, they work before when both games are still in mai versions, is rePatch affecting both games? for not allowing to create a .psv files, can anyone here know how to fix this issue with vitacheat? thanks.
Unfortunately I don't see an all weapons code happening as there are too many variables involved in adding just one for the right character alone, you have the digit for what weapon it is, another for who can wear it then the damage formula and abilities it has, vitacheat wouldn't be able to do it I think, its likely something only FFXED can pull off sadly
Edit: if all weapons have 4 ability slots with nothing in them and have the same damage formula then it might be possible, would be a huge undertaking I think
