Gaming Very loud PSU...

I got a new computer today, and the PSU's fan is incredibly loud. It doesn't buzz or hum, and the sound is it definitely pushing out air, but there's two case fans on the system as well. It really shouldn't be that loud at all. Is there any way to underclock the fan of a PSU?
According to SpeedFan, my Temp1 is 41 degrees, Temp2 is 33, Temp3 is -128, and the cores themselves are at 12.

There is no way to control the fan speed using software as PSU's do not have a control chip in them. I would buy a better PSU, Coolermaster ones are very quite i have one and it is nearly silent.
