Hacking Used wii

So... I got my sister a new Wii, and I actually liked it enough to buy one for me.

I got a used one and I don't know which ios are installed or modified

This is the information I have:

1) HBC is installed and updated.
2) bootmii was installed as ios. I uninstalled this by mistake. Will re-install once I get a valid SD card.
3) it's running 4.3U. The first time I connected to the wifi it still asked me for an update (?)
4) bootmii is NOT installed now
5) priiloader is not installed
6) uloader seems to work with an external dvd reader. It mentions ios 222 and 249

The question is...

Can I reset the Wii to 100% original state to perform the setup I like?
Or is it safer to install d2x on top of the installed cIOS (249, 250, 251, etc)?

PS: A storm burned the power supply. I hope the wii still works. I can't believe this just happened.

Update, I followed this guide:

and now the Wii is 100% updated. Everything works as expected
