Wii Preloader stuck

Hi! so I bought this Wii from marketplace, and when i turned it on it just showed the preloader menu. What should i do?

what is this error and how can i fix it ? thanks .
Basically USB Loader cant download new Themes as i get this code .
Im i missing a folder on the SD card ?
