This seems too new, so I doubt it's included in the Wii U's browser libraries.

This would depend on whether or not Nintendo actually bothers to implement an API like this. That document is a standard - what a device should do if it wants to be like the cool kids. Nintendo is under no obligation to actually make their browser do something like this, and given Nintendo's history with following standards (Event cancelling! C'mon Nintendo, this is, like, foundation stuff!) it's unlikely at best.

Well it still stands that MCP restricts all USB storage access to its process on ARM unless they add some support with a system update
