Iv'e been trying to keep up with the scene but haven't been able to. But can I run CFW that will allow backups on 10.6.0-31 U? I heard that 3DS's over 9.2 can't downgrade/can't run backups with CFW?

9.3 - 10.6 can downgrade to 9.2 and below. 9.2 or below is the only versions you can play your "legally made backups", the most common is 9.2 due to menuhax.
Edit: you can't run backups on 10.6 unless you install A9LH which involves downgrading to 9.2 first

You can downgrade from 10.6 to 9.2 but you need either

powersaves + Zelda
DSlite + Zelda
Hacked 3ds +Zelda
Cubic Ninja.
Sky3ds
Sky3ds+

to perform the downgrade procedure.
(with sky+ you can run all cart roms from 10.6 without downgrade)

What are you referring to as "backups"? Like CIA games?
You technically can with the new NASA to install legit CIAs on 10.6. However, you'll need ninjhax or oot3dhax for homebrew to actually use it.
At that point, you might as well just downgrade to 9.2 for CFW

You can saw the nub off of zelda oot and use DSavemanager to write the oothax save to the cart.

Someone else has said you can remove the chip from the 3ds card and fit it in a DS cart shell and it will work fine.

Ok, I read the post. You sure it will work? It says you can dump the save by transferring from ds to pc. However, it doesn't say anything about injecting save file from pc to the cart

No, but you can downgrade from 10.7 if you have Cubic Ninja, or Legend of Zelda: Ocarina of Time + Powersaves (or that game and an already hacked 3DS).
