Most recent PackHack's CIA extractor function doesn't work on a 32bit windows 10 computer... so I tried downloading an older PackHack and it SEEMS to be working. I guess it's because of ctrtool?

You're right, IIRC you need to search for a 32 bits ctrtool on your own or compile it yourself.
I think OP should add this to the main post.

My clean cia is 40mb and my final cia after my edits is 38,2Mb is it normal ? it doesn't even have the correct title id
