That's strange.

Like I said, feel free to upload the mp3 somewhere and I'll convert it to a working bgm.bcstm file. You can then compare files and hopefully figure out why you're having a problem.

I converted the file once again and tried it on my 3DS now the music plays but strangely it doesn't loop it just stops at the end leaving my home screen in dead silence I don't know what I possibly could've done different this time but now I have to do it for like the 20th time and just hope that it works maybe I forgot to add a loop or something but when it still doesn't work after that I will upload the file somewhere so that you can try to convert it correctly maybe I just do something wrong it's the first time I created a theme by myself
 
Does anyone know where to get a BCWAV converter?

Use bcwav for custom sound effects (don't remember where I got it though I could PM it). It converts .wavs to a usable format in Usagi but be wary of how much space you've used in the Theme Editor as it is limited.

I followed the instructions on how to convert the music, and the result sounds like absolute garbage when played on my 3DS XL. The BGM track is massively slowed down and distorted, making it actually painful to listen to. It sounds fine in Usagi, but on actual hardware, it's a disaster. What gives?

EDIT: For reasons I can't explain, after a reset of my system, the audio plays perfectly, if a bit quieter than expected.
