So, after doing some googling around, I found out that the CIA it's having trouble installing is a (possibly Old 3ds) MSET CIA (can't link to the website where I found this out, as it is actually hosting this particular CIA, and that would be considered linking to warez). Did your friend downgrade their MSET (MSET = System Settings, basically; check if the System Settings icon is outdated)?I also redownloaded the system update files with NUS, and rechecked them. Same .cia is failing after redownloading all the files.

Once you've got that, install it with the CIA manager of your choice (make sure to switch the destination to NAND, not SD). FBI version 1.4.17 DOES have an option to "Install MSET ROP" if you think that may help.
