Hacking Transferring streetpass visitors?

Here's an odd question...

I have an old 3DSXL and an N3DS. At some point I did a data transfer from the o3DS to the New, Over the past few years, the new 3DS may have been reset a few times and although it has my account tied to it, it does not have any of the streetpass visitors on there. I have also restored the old 3ds with a backup of the nand that i made before the transfer, it currently has hundreds of visitors on there.

Is the streetpass info stored in the NAND?
Currently I can not do another transfer from the old to the new, as my account will not verify on the old, I assume because it is working correctly on the new.
Is there a way to get all of the the streetpass stuff transferred to the new 3ds, I don't mind formatting the new 3ds or anything like that, as long as I can keep the info from the old.

For example, If I did a transfer from the new back to the old, reflash the old nand backup, then do a transfer back to the new, would that work?
