Hardware Transfer from 'Old' 3DS to New 3DS

So yeah I will gonna import a New 3DS and I already have a 3DS XL, a Mario & Luigi Edition one. So I was thinking selling my 3DS XL so I will only have the New 3DS LL. So will I be able to do a System Transfer from the 3DS XL to the New 3DS LL and transfer all the games and account, etc?

Fairly sure you can't transfer between regions.

Why not wait for the New 3DS XL? It won't take that long to reach the other countries.

It would probably be best to wait. If you import the system, you will also have to import your games as it's region locked.

Yeah right. 2015 for Europe and no word for US.
I said I will gonna import it and I will. I know is Region Locked but I want it and plus I will be able to use the Cyber Editor.
