TOTK 60fps issue.. i need help.

Hola, I keep a PC con:
Procesador: AMD Ryzen Threadripper 3960X 24 multi processor
Ram: 128GB
Tarjeta Grafica: 3090 Founder editions

I try with mods:

60fps last version for 1.1.0
50fps cutscenes
Dynamic FPS v1.3
and Update

But i can't play in 60fps, all time.. "40..30...fps"
