Tools to create patch language for game

I don't know how to make a patch for game, but i want create it, what tools i need? xdelta or something?

The 'xdelta or something' will only be needed after the translation is done and packaged into the ROM.

Before that, you have to take apart the ROM and find what you are interested in, process it and put it back.
I.e. do what is called 'rom hacking'.
It might be helpful to read the guide to hacking in general and other profile materials. If you look and search hard enough, they are available on this forum.
