Hacking Tool for exfat to fat32?

I know the 3ds reads fat32 and I have the 64gb in exfat so I try to format it to fat32 but my laptop doesn't have this option, it's either ntfs or exfat, so I wonder what is the best software to convert exfat to fat32 that most of you in this forums use, and also there's this allocation unit size and what should I choose? Thanks.

One question about this, so I am about to copy those files in starter.zip to the root of my sd card, now, should I copy them right after the format or should I insert the sd card to the 3ds first to let it put some nintendo files in the card then copy the starter.zip contents? or it doesn't matter?

The order doesn't matter, as these files are mostly independent from each other.
