I haven't heard of any new consoles shipping with 11.0. New consoles are always a max of two or three firmware revisions less than current. Eg Fire Emblem Fates consoles shipped with 10.5 and they were very recently manufactured.

I think the highest fw i've seen was a few 10.7's on Reddit, not heard of an 11
