so i tried to do sighax for my bros 2ds and it was a succsess, but nothing changed. Just the titles can't be played. any help in getting him boot9strap

so what is actually your problem? If can you followed the guide, and it was successful, how can it not play any titles?
EDIT: show us your SD card. Can you boot into luma settings? Can you boot into payloads?

You read and followed these parts correctly?

• Move DSiWare titles if prompted!
• Do NOT delete the source system’s SD card contents if prompted
• Make sure neither device’s battery dies during the transfer
• 2DS/Old 3DS (source) to New 3DS (target) only - if asked which method you wish to use to transfer the SD card data:

• Do NOT choose the “Low-Capacity microSD Card Transfer” or minimal option (option 2), it will only transfer tickets and likely will not transfer the DSiWare save.
• Fast Method: If you have the ability to move the data from the SD card (source) to the microSD card (target), when prompted use the “PC-Based Transfer” option (option 3).
• Slowest Method: If you don’t have the ability to move the data on a PC use the full “Wireless Transfer” option (option 1).

It's important, because if you choose the wrong options during the transfer, DSiWare might not be transferred correctly.
If you go with the manual method (moving the SD card over to the other 3DS or manually copying all the files over to the other card), then at some point during the transfer, DSiWare will be copied to the SD card. When the SD card is inserted into the target 3DS (or the files moved over to the other card) and you continue the transfer on the target 3DS, it will ask you to move DSiWare back to the console. If you have the DSiWare on the SD card but for some reason it was not transferred to the target console, you can still move it to the console manually by going to System Settings->Data Management.

If you go with wifi-based transfer then you should not need to do anything extra to get the DSiWare over to the target 3DS.
