Hacking Theme.ini and Themes folders

With the new firmware update and all the new skins coming out, I was curious - Does every single skin that goes into a theme directory need a theme.ini, and if so - how do I go about making one for each corresponding skin? I understand that the string of letters represent colors of sorts, but I don't really understand it.

All of my skins that don't have a theme.ini seem to use the theme.ini of the last skin I used that did.
