ROM Hack Theatrhythm custom tracks

Are there any tools out there for making custom tracks for any of the Theatrhythm games (preferably Curtain Call)?

The only thing I've ever found about this is speculation you could make it, then fool the game into thinking it was DLC, but never found anything outside of that.

Your own music and intense difficulty would be amazing for this game

I remember looking a while ago but never found anything. I was tempted to look into the structure of the DLC, but never got time and quickly forgot all about it. Black Mages custom tracks would be awesome, though.
