The whole thing reads like they're trying to reserve ALL rights to every mod released, including taking them down for almost any reason, and being the sole party allowed to provide a platform to monetise them.

GTA IV was the last time the company cared about the community. This goes beyond the extremes set during GTAV with hostility towards modding; instead of the tools to create them, now they are going after the mods themselves. Sure, some total conversion mods adding maps from other games have been getting taken down over the years, but these are much wider definitions than anything I've seen before. Whether they will enforce this is anyone's guess, since a very large portion of notable mods fall into these definitions...

Also, worryingly:

Do not modify our games to operate on consoles, hardware devices, or other platforms where they have not been officially released by Rockstar Games.

Obviously, this isn't going to affect GTA VI as emulators don't modify games (provided that dumping will even be possible, following the recent incompetence in PS5 hacking community). However... it looks like they caught on something else. I will let you have a guess

We do not tolerate pornography; mods that endorse violent extremism, promote self-harm, physically threaten any other player; or mods that present a risk to minor safety.

Excluding Bully and the few odd games with lower ratings, since when have their games been suitable for minors??! It really gives off the same kind of vibes as all the freedom-restricting laws passed during the past year or two.
