Makes sense as Claude in GTA3 is silent. And most of the mission cutscene dialog is like: "hey, go to this location and do this, or kill this guy etc" and almost no dialog with other characters outside of that. VC is better in that regard, characters are much more interesting and have depth, and not just because of the casting..
In GTA IV, you have a talking protagonist, who constantly has convos with other characters when driving during missions, during cutscenes in missions, after missions with calls, and other social activities etc just to name a few. I'd assume GTA V has more dialog, even with the Radio station talk show stuff..
