People are making too much of a deal out of it, you just can't make memes with copyrighted images, drawing your own version of the copyrighted image still is legal to use in memes:P

The thing is, the actual point of a meme is to be a joke on culture, you need to at least have the original copyrighted material for it ti actually work

The thing that really scares people is they think that meme, which are protected under fair use, will be removed just because of the copyrighted material

I know, people always read too much into things... Anonymous memes still are safe as they can't prosecute you and same goes for drawn ones, so it's not exactly like you don't have loopholes...
