plug it into the pink hole on the PC

start tf2

go to options, audio, should be something about testing your mic there

Once it's plugged in, go to Control Panel -> Sound Settings (or something like that) -> Configure Devices (something like that) -> Find your microphone device on the list -> Properties -> Levels tab -> Turn it up to 100 (I'm in Windows 7)

Then test and configure in-game at the TF2 Options Menu, Audio Voice tab.

I'm not in front of my compy right now so those aren't the exact names, but you get the drift...
