arm9.bin contains some text that is compressed
how to decompress this text and translate it?

It depends on the compression, if it's LZ77 compressed then use NLZ77 or GbaDecmp or Crystaltile if by compressed you mean it's not in shift-jis encoding then you will have to make your own table.

compression looks like LZ, but compressed only parts, not the entire file

Hmm, there's an option in crystaltile to search for compressed data inside files and extract them IIRC...
