Homebrew System transfer between regions

For N3DS consoles. Is this possible? The Plailect region-changing guide says that if the N3DS has never opened the eShop it will be able to use the eShop on the new region. Does this include system transferring? Yes, I did Google and nothing useful appeared and there isn't anything about this in the region-changing section of the guide or in the FAQ.
(This is for my eternal quest to get a New Galaxy N3DSXL - stupidly I have only just realised I won't be able to do an immediate system transfer, will have to change it to Eur first - and then not even sure if that will work...)

Thanks Looks like the first one won't move the NNID, but the second one might - I'll look into that. I was hoping maybe if I had a donor file from an N3DS that hadn't been on the internet it would be about easier
