I dont know if this is right section but my n3ds bricked i have nand backup but i can't launch any apps may have messed up my sysnand cant even boot into menuhax

Can you even turn your 3DS on at all? If not, can you tell us what it does when you try?

when i turn it on i boot into the home menu but i cant open any apps.

It sounds like you can't get into homebrew launcher. If you use browserhax, try reinstalling the boot.3dsx and ropbin, and then do the browserhax again and install menuhax.

I was able to boot into safe mode and fix to brick but had to update :/ anyway to restore nand backup on 10.7?

you have to redowngrade and setup emunand again

If you don't have any other way, oot3d + powersaves is what worked for me. ~$40 usd and a lot cheaper than most alternatives.
