Somebody please help me ? I bought a switch from the pawn shop for my child and it had the parent control pin he is unable to do much of anything, I located the person who once owned it but of course they do not know the pin or can access the email etc. is there something I could do to get rid of the parent control issue?

Two options for you
1. it is really easy to go to nintendo.com pay them $1 and follow a few easy directions:

2. to do it free, you need firmware lower than 8.0.0 OR if you have a firmware greater than 8.0.0 use RCM (if RCM is possible on your switch) to obtain device ID then use this website:
https://mkey.salthax.org/

they reduced the price…this is probably your best path forward.

A $0.50 fee is charged for this service to ensure it is used by an adult. This also provides documentation of the change.
