I probably just need a new dock because I've tried 4 hdmi cords 3 don't work at all one shows perfect picture but no sound, but I was thinking there was an app to allow me to stream my switch on PC? If so please let me know.

Use SysDVR to stream your Switch via USB or WiFi to your PC. I’m not able to post links, so search for "github exelix11 SysDVR" and you’ll find it.
The issue that there is no sound with your docking station could also be due to your TV.
