Hardware Switch charging with 5V(USB-A) but not 15V(USB-C)

I have a Nintendo switch that charges with a USB-A to USB-C cable at 5V 1.4 A. It wont charge with the Nintendo switch charger at 15V. Diode measurements on the USB-C port were good. Some capacitors were shorted to ground around M92 and BQ chips. I powered on and booted up the switch on 5V. I tested the board again and some capacitors that were short before were not short. Any advice?
