Hardware Nintendo switch constantly outputs 5v from usb port

I have a Nintendo switch that came in for repair, usual m92 and p13 short.

I've changed the USB port m92 and p13.

The console boots up and works fine but is only drawing between 0.22 and 0.47 amp's

After some testing I found that the usb port is constantly outputting 5v, my usb c amp meter turns on when the console is awake. (With no power adapter connected)

The vbus is always at 5v without the power adapter connected and whilst the console is not in standby.

To get it charging I need to put it standby first then it will charge.

To get it to work with the dock I need to make sure it's in standby, then insert it. If I don't the dock light will start flickering.

When the dock is working a high pitched sound comes from the console.

It's like the power coming from the power adapter is fighting with the 5v coming out from the switches usb port.

The switch seems to be in a permanent power bank mode...

Any ideas or suggestions

I've reworked and changed the m92 again from a working board, also changed the MOSFETs (all 4 from a donor board) and the BQ, but the issue is still present. VBUS is @ 5v without the charger connected, and is sending 5V through the charging port.

I think I need to somehow check if the 5v is originating from the bq vbus pins or from the m92 (pin 28 vex) ....
