It's not the same. In 2.5.2 it is at the very bottom. In 2.6 I don't think it exists. But in 3.0 beta I believe it's under advanced options but I can't check right now.
Should devmode allow me to launch aplications on SysNand? It doesnt allow me to do anything just like when launching rxmode on SysNand

That's weird, it should. I'm able to run GBA and FBI on it.. Which version rxtools are you using right now? I've only tried it on 2.5.2

And what Versehell said. I assume your nands are linked. Try running something that is actually installed to your sysnand. The FBI h&s app won't run in devmode btw. You need to install FBI to sysnand through rxmode sysnand

I dont have anything installed to sysnand I think (I previously used Palantine)
I keep reading about linked and unlinked Nands. What does that mean?

So you will have to inject FBI to sysnand, and boot to rxmode sysnand and use it to install the original FBI (the one with it's own icon). Then you can use that FBI in devmode (for some reason the FBI in the H&S app won't boot in devmode).

Linked nands = your sysnand and emunand share the same ID folder in the Nintendo 3DS folder on your sd card. If you go to Data Management while in sysnand, it will see all the cias you installed in emunand and delete them. This doesn't happen if you use Data Management while in emunand.
Unlinked = Each nand has it's own folder in the Nintendo 3DS folder on your sd card. It will remove the gift wrapping bug (if you have it - other region cias excluded) and you can safely use Data Management while in sysnand and emunand.

I too am on 4.2, and have AGB installed, yet I had no problem.. Are you using 3.0beta? 2.6?
 
I tried injecting FBI into the Health and Security app but for some reason when trying to launch it I just get the normal H&S app

EDIT: Tried again with RXtools 2.5.2 with the same results. When trying to launch FBI I just get the mormal H&S app. Also, if I press a button and then close the text my console freezes and restarts, the next time I try it works as normal until installing FBI again.

Your injection failed. If it injected, it would either work in rxmode or give an error and not load anything on sysnand. Just tried on both emunand and sysnand and worked perfectly. I am using the latest build from the .git though (required a theme folder)... also devmode is launched through advanced options.

wait... patched? That might be your problem. I'm pretty sure you are supposed to have a CLEAN AGB_FIRM. The newer rxTools will do the patching on it's own, depending on what mode you're tring to boot into.

I'm having the gba launch problem too. Nands are unlinked, on 2.6, emunand and sysnand both boot fine. I'm pretty sure I had no errors when I installed. Not even my ambassador games launch. Do I have to have my gba cias on sysnand too?

Can I update my emunand to its latest version? Im on rxTools 2.6 have installed time warp browser and installed fbi on health and safety information. Thanks!!

Yes you can. Before you do that, install the original FBI app (with its own icon, not the injected version) because when you update, it will remove the health and safety version. Also you will have to reinstall the time warp browser after you update (unless you spoofed the version).
