Hans on o3ds is unlikely, you might be able to use a code.bin with luma tho

We can't link that as it contains copyrighted content. You'll have to download the CIA for Sun/Moon and extract its contents to get the code.bin.

Use SciresM's Sun/Moon Patches
No language patch needed, first post has the scannable code that can be used with those patches.
You'll need to dump a copy of sun/moon and extract or find the code.bin online somewhere to use it
Use luma locals.
Or they could just use luma locals.
They are trying to scan a japan only code. You 3ds regions need to be japan to scan it.
