Is there any way to stream PS3 games over the internet or over to your PC by using a lan cable or the wireless internet?

    To stream what?

    - The game data (to play without the actual game disc in your console, but in someone else's console)?
    - The printed image/video (to see what a player is playing and stream that video on your computer, like watching a movie)?
    - Play multi-players LAN games over internet? (to play with your friend over internet like if you were in local network)?

If it's the first option, then no it's not possible.
    Other two options are possible.

    get a video capture device
and hook it up and set it up, the right way
    and stream the captured video

    many people/group do it
most, use a app called X-split (it free for now)
    and
    a stream site like ustream, justin.tv, twitch.tv

i watch game marathons/ streams, for different sites
and all kinds of games ae streamed
PS3/ xbox 360/Wii and other are streamed live

What are my chances of doing it without those external devices?

My PC apparently has a HDMI out to the TV.
Since both the PS3 and PC are connected by HDMI, what are the possibilities?

    still zero.

HDMI has nothing to do with broadcasting over internet.
It's just the video out cable to see on your TV what's happening on YOUR connected device. (PS3/Recorder/BD player/Computer)
HDMI does the same thing as VGA, Svideo, Component, composite, DVI, etc. it's just the "connector type" which change, but it's just some metalic wires connecting two devices.
