i have a steam account with games on it and was wondering if i could somehow transfer the games to a new account or deactivate them and reactivate them on a new account

Can't say for sure but I think I saw something quite recently saying support for "gifting" licenses to other accounts was being added. Maybe that will do it? I have two accounts because I wanted to keep HL2 seperate from CounterStrike etc and it's a pain.

It is possible but you need to send your CD keys into valve for them to de-activated on your account first, it takes along time.
