Is there a program that can be used to convert audio files into something that DS games can understand? Say if for example one wanted to change the music on Tony Hawk's Proving Ground?

No simple swaps but the old tony hawks games used ima-adpcm (a common method), you will have to find the frequency, whether it is stereo or mono and the bit per sample as well as the header format (there is a header on top of the standard SDAT type formats) though.
This may help:

You know, I was just on my way to make a topic the same as this one, (although it was about Sk8land, kinda get tired of hearing 'I like dirt'-songs, for example) but I'm glad I read this one.
I don't think it's easy, though.
