Hello,
I have installed the latest sony content manager on my windows 10 pc. It as installed perfectly but the sony content manager icon does not show up on my pc anymore. If i click on content manager it goes to a web page saying local instead. I have tried everything but it just will not show the icon anymore so i have been unable to use it. I have uninstalled reinstalled a few times restarted pc but no luck. Please help.

Like Tim said QCMA is better, but I had this issue before like you only on win7, it suddenly stopped working and I switched to QCMA but after a while I reinstalled SCM and it worked, maybe try reinstalling it might fix but regardless I still recommend installing QCMA.

Are you looking at the "hidden icons" in the lower right of your taskbar? It should be there. Additionally, have you synched your PS Vita with your computer? If you go into the content manager on your Vita, select the option to "connect your PS Vita via WiFi (don't use USB, it's a mess).

When you select WiFi on your Vita, if your Vita has NOT been synched with your computer before, you should get a pop-up on your PC monitor that has an 8-digit number, and you will be prompted on your Vita to enter the number on your screen, then Sony Content Manager should be in full-swing.

If that's not the case, then yes, you might want to try QCMA as @TimPV3 suggested...

Depending on what you use Content Manager for, if you only need it for music and videos, you can use Media Importer homebrew on your Vita itself. As long as you transfer supported music (MP3 only) and video (MP4 only) files, they will show up in Music/Videos after running Media Importer on your Vita.

Edit: It can't import playlists though... but neither can QCMA

CMA (PC side) from PSV SDK (latest should be ContentManagerAssistant-3_3_0_7825.exe) is also an option.
So many issues with the retail CMA (well, OpenCMA, not that it makes a difference) it wasn't even funny.
I think it the installer doesn't need any prerequisites vs retail CMA which nowadays requires you to set compatibility properties in order to skip a vcredist download popup (dead link)
