The Pokemon HG and SS carts will have the IR sensor built into them as the the DS/DSi do not have that kind of hardware. IR is cheaper to build into the Pokewalker making the choice seem sensible but it can also serve as anti-piracy measure by forcing the ROM to check for the hardware in the cart will render it useless to us flashcart users.
