Hacking Some legit CIA questions

I have some legit .cias and I have some questions about them:
1.I want to install them on my old 9.2 3DS.But the NNID that is on it is already on a new 3DS system. So can I format the Systemnand without updating?
2.Do I have to install the legit .cias on Emunand or Sysnand?
3. Can I register the legit .cias to an new NNID (NNID will be created and added to the old 3DS before I install the .cias), then unlink the NNID from the old 3DS,link the NNID to my sisters new 9.9 3DS and redownload the games from the e-shop for free on this?

3. No you can't. Those "legit" cias are not tied to the NNID, no matter what you do. I believe it is tied to the console base on some experiment long ago by some user here (I forgot).

You can format your 3DS without update. You can install legit .cia on sysnand and you'll be able to download from eShop. Isn't necessarily to have a NNID to install them, it is required only to access into eShop.
If you create a new NNID you could transfer it using sproof firmware method (search on this forum) without update both 3DS.
If you delete the NNID from the first 3DS with legit cia and you'll add it to a new 3DS you should be able to download them from eShop (seems that now downloaded games are "linked" to the NNID, because my friend have lost his 3DS, he asked to Nintendo to disconnect his NNID from his previous 3DS and when he registered it on a new 3DS he have downloaded again the games he bought)
